Discouraged with Gagabux

I was so disheartened with gagabux because the time I registered, it says that I can withdraw my earnings when I accumulate 3 dollars. I already earned more than 10$ but until now I don't receive my earning until such time they required me to upgrade first before I can have my earnings. Is is just or unjust? I think they are not true to their policy! Please tell me your opinion...
